Ah, but information is not the neurons ... they are no more nor less than the tuning bank, and are general purpose information storage and retrieval mechanism. Emotions are merely one (not necessarily apropos) means of automating the orchestration of psycho-physiological response, including but not limited to neuron response. Words are another such means.
If brains did not exist, nature would discover another means to communicate information ... but in the end, it is the evaluation of the information that is paramount, in terms of getting from here to there (which 'there' is or at least ought to be self-determined, not pre-programmed, to have any real value, long term).
Let me taste your ideas, your values, your psychology and physiology. The neurons will respond accordingly. Or else. :)
